American expats often have a low or zero USA tax liability after claiming the foreign earned income exclusion and the foreign tax credit. The IRS may allow late election of the foreign earned income exclusion, and almost always allows the foreign tax credit on late returns. Where tax is small, the IRS has been forgiving.
